City Council recent move to raise parking meter rates and increase hours of meter operation downtown has had downtown Merchants up in arms. What are your thoughts?  The council says it's a way to balance the budget for 2009-2010 but merchants fear that the increased fees will mean losses in business. What are your thoughts and alternatives?
