A year ago, early New Year's Day in the Fruitvale District of Oakland, BART (Bay Area Rapid Transit) police murdered unarmed, 22 -year old, Oscar Grant III by pushing him face down to the ground and shooting him in the back. After he was shot he was handcuffed.  The shooting was fatal.

Mayor Ron Dellums introduced the community to Oakland's new Police Chief Anthony Batts at the first of three town hall meetings, held Monday evening, Nov. 2, at Prescott Elementary School in West Oakland.

Dellums credited Batts with dramatically reducing crime and cutting officer involved shootings by 70 percent in Long Beach, where he was chief for seven years. Batts, 49, has 28 years experience in law enforcement and a doctor's degree in public administration.
